Wizard lives under a bridge. On most days, when Wizard is hungry, he hops out of his home and up the rocky hill to Padonia Road. Then he limps a couple hundred feet to the neighboring Macaroni Grill, throws open the dumpster and helps himself to whatever wasn’t finished the night before.
The now sober, heroin-free, Padonia bridge resident chooses to remain homeless, he chooses to live under the bridge rather than seek aide from shelters, he chooses to struggle with his lifestyle.
“It’s not worth it,” Wizard said “There are too many hoops to jump through and it takes too long.”
In 2010, Baltimore County is working to change these conceptions of their system. Using new programs like Housing First and upgrading their facilities like Health Care for the Homeless allows the county to more efficiently aide the homeless. This is all topped with a month long planning process to create a new 10-year-plan to end homelessness.
Wizard may no longer doubt Baltimore County’s aide effectiveness. It is the hope of those involved, that one day all homeless be reintegrated into society and the county is confident they can succeed.
